y MOs and AOs was discussed, particularly in light of the unequivocal affirmation of WFM as a membership organization, and a possible structure to expand membership with two members of the Executive working with the staff on strategies was suggested.

There was clear and strong concern for the finances of WFM, both philosophically and practically, from a number of perspectives. What does it mean to be a membership organization and to strongly affirm being so when such a small percentage of our budget comes from MOs and AOs? It was suggested that WFM develop some long-term financial goals. Should there be a sliding scale for member grants? Council was reminded that MOs and AOs must also fund themselves and their work.
