The Congress is called every four years to give direction to the Movement. If needed, it can update and revise the Statutes and By-Laws. The Congress elects a Council which meets annually to monitor the progress and activities of the Movement. The Congress and Council draw their members from the leaders of the Member and Associated Organizations and individual world federalist supporters. The last Congress was held in 2002 in London. The most recent Council Meeting was held in The Hague from 24-26 October 2004.
